County Executive, William McReynolds spoke to the Racine Taxpayers Association on the proposed Racine Community Health Center. After 3 public hearings, the county board approved the expenditure of $180,000 for start-up costs for the center. The city of Racine and a private donor are also contributing substantial monies for start-up. In addition to physician services, the center would provide dental and mental health services. The two latter programs at present directly affect property taxes. Providing dental, mental health and AODA services will fill a gap in Racine County Human Services Dept. The cost of health care for employees and retirees has had the greatest impact on the county budget.

The idea of a community health center was conceived by Racine Mayor Gary Becker who brought in a consultant and a grant writer to apply for federal funds. The grant was turned down, but the owners of the former Kurten Clinic and several physicians contacted Congressman Paul Ryan who suggested they get in touch with the Beloit Community Health Center that has a successful operation in the Beloit-Janesville area.

After meeting with the Beloit group, local, state and federal officials, a one-time financial commitment was made by Racine County and City for the Racine Community Health Center. In light of this financial commitment, the HSD 2007 budget proposal has been reduced by $50,000. State and federal reimbursements to the center are expected to put the operation "in the black" in 4 years. By reducing the pressure on emergency rooms, which, are now, the primary care facility for the uninsured, a positive effect is anticipated in the cost of health care.
