Dave Hazen the "interim/permanent" finance officer for RUSD (permanent if whomever is selected as permanent superintendent approves him for the position) spoke to RTA regarding his three months’ experience in the position. RUSD is in the process of installing an improved financial system in which information can be extracted on costs for individual programs, schools and operations - information not available in the former system. The new program will greatly improve communications between RUSD, the public and RTA.

PBCG, the consulting group hired by former Superintendent, Hicks, by contract was to receive a percentage of all savings realized, and also a percentage of additional revenue sources PBCG discovered. The former benefits both the taxpayer and RUSD, the latter benefits RUSD and punishes the taxpayer.

Hazen stated that the district should be OK financially on the "operations" side for the next 1 to 2 years. The "building and grounds side" is another story. Hazen is going to recommend a referendum this spring for $3.3 million per year for major maintenance projects which have been neglected.


Handouts were given showing how the proceeds from the previous referendum for maintenance were spent and a summary of maintenance projects through 2013 amounting to $3.3 million per year over a 5 year period.

An informative question and answer session followed in which questions on PBC, "policy governance", buildings and maintenance, etc. were discussed.
